In the lateral aspect of the neck, on the posterior border of m. sternocleidomastoideus, posterosuperior to L.I. 18. (which is level with the upper border of thyroid cartilage).
0.5-0.8 cun perpendicular

Window of Heaven point.
Benefits the ears, throat and voice
Dispels wind and heat and quickens connecting vessels,
Regulates Qi, calms the shen and nourishes the HT.
